Background
Typhoon Yagi, the strongest to hit Viet Nam in 30 years, 330 dead and missing in Viet Nam. It swept over Northern of Viet Nam on September 7, causing heavy rains, large-scale flooding, flash floods and landslides. The disaster has impacted millions of people, including children, women and men across 26 provinces and cities. Cao Bang, Ha Giang and Yen Bai provinces are among the hardest hit with severe damage, with river levels at a 60-year high. There was a Call for Emergency Assistance from the government (Ministry of Agriculture and Rural Development) to World Vision, Plan International and CARE International in Viet Nam on September 09, 2024.
European Civil Protection and Humanitarian Aid Operations (ECHO) and the Consortium consisting of World Vision, CARE, and Plan International join hands to carry out humanitarian assistance response typhoon YAGI with the project “Supporting Humanitarian Response and EarlyRecovery in the Aftermath of typhoon Yagi in Viet Nam”.

Objectives
Together, the consortium aims to improve access to safe water, sanitation, and hygiene (WASH), enhance safe and inclusive learning for children to return to school, support vulnerable households in meeting daily subsistence and immediate needs through multi-purpose cash transfers. Besides that, the project also provides support services to children and women affected by abuse and violence; also reduces post-disaster child abuse and violence and gender-based violence risks for women, girls, and other vulnerable groups and connects them to referral pathways in schools and communities.
Activities
Within 6 months (10/2024-03/2025), the project prioritised the most severely impacted people in Yen Bai (Luc Yen and Yen Binh Districts), Ha Giang (Hoang Su Phi District), and Cao Bang (Bao Lac District). The selected households include people displaced by the floods, flash floods, and landslides, hosts and flood returners, in the most underserved and hard-to-reach areas.

Outcomes
By March 2025, the consortium of Plan International Viet Nam, Care Viet Nam, and World Vision International in Viet Nam successfully completed all planned activities to support Typhoon Yagi-affected communities in three target provinces in close collaboration with local authorities, VNPost, and stakeholders, the consortium delivered transparent, sustainable interventions in WASH, Education, Multi-Purpose Cash Assistance (MPCA), and Protection, reaching a total of 21,618 direct beneficiaries. All support activities were carried out with clear and inclusive beneficiary selection. Communities, local authorities, and local partners at various levels actively participated to ensure fairness and accountability. Village meetings engaged residents to inclusively identify eligible households, followed by verification visits to confirm adherence to the established criteria, ensuring equity across all distributions.
- Water Sanitation and Hygiene: Repaired 13 water systems and upgraded WASH facilities in 10 schools, providing access to clean water for 3,073 people and improved sanitation for 3,513 students. Distributed 1,940 hygiene kits and conducted 17 hygiene awareness sessions, reaching 9,100 individuals, including 4,837 women and girls, with key messages on hygiene practices and waterborne disease prevention.
- Education: Repaired 10schools, benefiting 3,667 students and teachers. Provided 923 learning kits to students and trained 213 individuals, including construction workers, local government staff, teachers and community representatives in "Build Back Better" principles across 11 sessions to enhance construction resilience.
- Multi-purpose cash assistance: Delivered unconditional cash assistance to 1,624 households (1,612 households received 3.5 million VND; while 12 smaller households (with two or fewer members) received 2.1 million VND, based on the Cash Working Group’s MEB. The total disbursed amount reached 207,998 EUR, benefiting 6,265 individuals. Post-distribution monitoring was conducted in 11 communes of 3 districts of 3 provinces to ensure transparency and effectiveness.
- Protection: Integrated Safeguarding and PSHEA were integrated into all activities, reaching 5,678 people through 33 sensitization sessions and 3 trainings on Gender-based violence prevention and psychological support, 121 children and 01 woman who received counseling, and723 people who showed an increased knowledge on the protection subject in focus.
The consortium’s efforts restored critical infrastructure, supported immediate needs, and built long-term resilience through collaborative, transparent, and protection-focused interventions.

In Yen Bai province, World Vision International in Viet Nam supports 6,915 people, including 1424 girls, 1636 boys, 25 children with disability, 1892 women, 1912 men and 26 people with disability. In particular, 900 households received hygiene kits and MPCA; 06 small water supply systems and 02 schools had been repaired, 34 local partners have shown their increased knowledge of psychological counseling, and 60 children have been visited and provided with counseling services.
